Evaluate the extent to which fdr's administration maintained continuity as well as fostered change in the role of the federal government during the great depression

During the New Deal, FDR's administration continued isolationist policies preventing the US from being drawn into World War II. However, his administration changed the response to the depression by creating government initiated economic reforms and provided relief efforts. In addition, the administration also began attempts at equal treatment of blacks and women. 

He issued the emancipation proclamation. it started changing slavery, and eventually lead to the freedom of slaves.
