When locke says that people are not obligated to obey laws that are made without their authority and have a right to install a new government under such circumstances, what is he implying about their rule in commonwealth?

He is arguing the people are the government. Therefore they are allowed to adjust and create government as they see fit. Government should be flexible and have the ability to change. This ideology supports rebellion and revolution as a means to overthrow an unjust government.
