The two European nations struggling back then was Greece and Turkey, both threatened by the expansion of Communism. The doctrine states that the U.S. will provide Greece and Turkey the necessary economic and military aid to remedy their problems. This policy started the fire of stopping Soviet expansion but led to the beginning of the Cold War.
