During the 1945 conference, it was agreed that the united nations would be made up of a general assembly. any nation that promoted would be allowed to join. each member nation would receive one vote. it was further agreed that the united states, great britain, the soviet union and all original members of the big four, along with france, would each receive veto power. this enabled those five members to disagreeable decisions made by the general assembly.
