income tax is only popular with the poor after introduction of progressive taxes which ensures the pay fairly. To the rich, however,it is just one of the reasons why they would hate the government of the day.

As they had little income they might not have any tax to pay at all.  In the 1940s if your only income was in wages all you needed to do to is to file.
