You currently reside in Dover, Delaware, which is the state capital and is located on the Eastern Seaboard, bordered by Maryland, Pennsylvania, and Virginia. Dover is home to one of the largest Air Force bases on the East Coast. It is also strategically located within two hours of several major metropolitan areas such as Baltimore, Washington, D. C., and Philadelphia. Its current population is nearly 90,000, with an additional 25,000 seasonal employees.
You learn that a terrorist organization has recently contaminated the water supply with an unknown chemical. The city’s medical faculties, both public and private, have reached capacity. Many citizens who have come in contact with the water supply are in critical condition and some have even died. There are two main water sources in the city and it is not yet clear which one has been contaminated. The military bases have limited operation and are unable to function with full security details. Terrorist infiltration into the military base is possible given the situation. The main target of the terrorists is the city of Dover.
You also learn that the Vice President of the United States is expected to land in Dover in a few hours to address a local high school graduation commencement. It has been suggested that his presence is one of the reasons the terrorists chose Dover as their target, and that it could trigger further terrorist activity in the city. The Vice President is an added variable that must be considered in the emergency response plan. His presence places increased emphasis on the production of an effective and efficient emergency response plan.
