What would most likely cause a wolf to lie down belly up

In submission to an alpha wolf, another wolf shows his or her belly. The alpha wolf then has the choice to kill, to accept or to run the wolf (male) out of the alphas pack, I believe that the hierarchy in packs is set by which is the strongest to hunt and survive.
