Yes and no. Community policing is for arresting more petty offenders which helps in reducing smaller crimes. One issue lies within the area; the operation in New York is taken more seriously and harshly when looking at Philadelphia. The establishment of community policing does little to none when looking at significant crime rates. In addition, over the past few years the crime that has been declining is within the communities where there is no community policing.
