Should Canadian citizens who commit a crime in another country be allowed to return to Canada to serve their sentence? Why or why not? Explain your thoughts on this matter. Are there any exceptions? Canadians may go to another country and engage activities that are not permitted under Canadian law. Should Canada be able to prosecute these people when they return to Canada? Explain your answer.

In a courtroom in Paris, France, a French citizen was accused of committing a crime while on holiday in Thailand. The convicted man, Amnon Chemouil, was sentenced to seven years in prison for raping a 12-year-old girl while on a “sex holiday” in Thailand. This was the first attempt to convict a traveler who went overseas to sexually exploit children.

Do you agree with his conviction given that he committed no crime according to Thai law? Explain.

Why might it be difficult to prosecute a citizen who violates its laws outside its borders, when the offence is not illegal in the country he or she is visiting?
