Harper is legally arrested for shoplifting. In the patrol car on the way to the station the officer asks Harper if he is "having a bad day?" Harper begins crying and confesses to the shoplifting, hiring
prostitutes, and then to stealing money from his job. He happens to be a city council member and has
been stealing money from the city. He is charged with a number of crimes including stealing from the
city.
