I'm not an expert on this, but I don't think it violates any of Harper's individual Constitutional rights. When you get arrested, the police officer tells you the phrase, "You have the right to remain silent. Anything you say can and will be used against you in a court of law." Essentially, if you confess to a crime to a police officer, that is your fault, because you have the right to remain silent and not say anything. So I would guess that it does not violate any of his individual Constitutional rights.
