The government is designed to be a "saucer" to cool down the passions of the mob, and permit policy to be developed at a slow rate, with proper deliberation.

By protecting minority rights, and clamping down on the whims of the mob, our constitution, while being unfair, is a good compromise to promulgate policy, and protect the majority and the minority.
