In part A, Heather is not sure how many desserts she will make. Anything given that is not a definite number and has phrases like "does not know", "is looking for" will most likely indicate that it is the variable. We can represent the no. of desserts with the variable x, like most equations do.

Expression representing how many strawberries will be needed in x desserts:
 4x
The variable "x" represents the number of desserts Heather will make.

In part B, we are given the ounces of strawberries Heather will be using. With the expression above, we can make an equation out of it. 

4x = 24
With "x" representing the no. of desserts Heather is making, all we have to do is solve for the value of "x" to find the no. of desserts she will make with 24 ounces of strawberries. Divide both sides by 4.

x = 6
She can make 6 desserts with 24 ounces of strawberries.
