You must obey Order of Operations rules.  That would mean doing (5-3) before anything else.  This boils down to (2), so that you have:

(2+3) + 4^2 * 2

Next, take care of that exponentiation (before mult. or add'n.).

(5) + 16 * 2 = 37 (answer)

No a triangle cannot be formed because when you add the two smallest number together (which would be 11) the have to be bigger than the number it is "against" ( which would be 12)
