you are asked to compare two lines using their equations. (y = 5/2 x - 4 and -2/5 x -4)

you need the slope of both lines as well as the x and y intercepts of both.

comparing the slope of both lines, we see that they are opposite reciprocal of one another (that means if you flip one and multiply by a negative you get the other). the fact that they are opposite reciprocal, this tells us that the lines are perpendicular. (if they were parallel, they'd have the same slope)

comparing their y-intercepts is easier. plug in 0 for x and you get y = -4 for both. use the same idea to compare x-intercepts, but plug in 0 for y instead. you get -10 for one and 8/5 for the other. thus the y-intercepts are the same, but the x-intercepts are not.
