164 = 5x - 28x + 49      Combine like terms

164 = -23x + 49         Subtract 49 on both sides

164 - 49 = -23x + 49 - 49

115 = -23x        Divide -23 on both sides

-5 = x

[you could have just distributed -7 into (4x - 7), then combine like terms, etc. But I didn't know how to write that, sorry]
