Yes, Jayne is correct. That's because when you say that 4 is over 10, you're most likely saying that it is 0.40 over 1.00. Do you get what I mean? If it was saying 10 is over 4, yeah ok now THAT would be greater than 0.45. So Jayne is most likely right about the answer.
