You have to move the decimal point over one space so it becomes

9 into 20.7
9 into 20 goes 2 times with 2 left over carried to 7 becomes 27
9 into 27 goes 3 times

So now you can say answer is 23.

To check your work multiply 0.9 x 23 = 2.07.
