this is because of the order you do a problem.

1. P - paranthesis

2. E - exponents

3. MD - multiplication division (whatever comes first)

4. AS - addition subtraction (whatever comes first)

There are no paranthesis in the first one so you multiply first.

There are paranthesis in the second one so you add first.

That gives you a different answer for each making it unequal.

the 2 figures are congruent bc if you reflect abcd over the y axis then over the d axis the figures overlap
