Frank is baking a cake for a school bake sale. The cake recipe calls for 1 2 cup of sugar in the batter, 2 3 cup of sugar in the cream between layers, and 1 4 cup of sugar in the icing on top. School rules say that each treat sold at a bake sale can’t have more than 1 16 cup of sugar. To follow this rule, what’s the smallest number of pieces Frank can cut the cake into?
