Ask him if there's someone new. If there is, abandon hope until that relationship ends. If not, ask him out. tell him you're sorry about what happened and you wanna just put it all behind you and that you like him non-platonically(not just as friends). If he shuts you down, he shuts you down but you'll never know what could have happened if you don't even try.
