A calculator would answer this, but i’m assuming your asked to make a estimate without a calculator. An easier way to look at dividing by fractions would be multiplying by its reciprocal

Since this fraction is .004 or 4/1000 the reciprocal would be 1000/4, or 250.

Since 250 times 4,367 is still a relatively hard multiplication problem. I would just make the 250, 200.

Now that the problem is simplified, a trick when multiplying any number divisible by 10, is to take the zeros out, multiply the number, then add them back.
