We could try to do some nonsensical math, but that isnt smart. We can use logic and process of elimination instead.

E) Cannot be 4 since that would mean there is only one liar (and questions          says there is 2.
A) Cannot be 0 since it says that some people always tell the truth, so there         cannot be 0 tattle tales ;)
D) Cannot be 3 because the attachment will show its not possible to not               have  2 of the truth says sit beside each other

ABOUT TO GET TRICKY PAY ATTENTION  -_-

Now its either B) or C) Lets examine the WRONG answer and then explain why the other is right

B) This answer cant be right because of a how liars work. If beside 2 liars, they HAVE to lie and say they are beside 2 truths. Since each person (in the claimed scenario) says they are besides 2 liars, then this cant happen.

C) Only option left, but ill explain anyway. Since there are 2 truths, they can both tell the truth will the liars always have at least 1 truth to the left or right of them to allow them to lie. (the inverse of D) with 3 truths)
