13.01 < 13.1 because there is a 0 in the tenths place in 13.01 and there is a 1 in the tenths place in 13.1

13.01<13.10
You can tell because the first digit that is different is in the 'tenth' place and in '13.01' the value of that digit is lower that the value of the digit '1' in the tenths place in '13.10'

(Btw, the reason I put a '0' on the end of '13.1' is because otherwise it is technically inaccurate due to them having a different number of digits after the decimal point)
