If both Eric and Frank want to equally share 4/3 feet of a rope, then they should cut the rope in the very middle (divide it into two equal pieces):

4/3 ÷ 2 =
= 4/3 * 1/2 =
= 4/6 =
= 2/3

Eric and Frank should get 2/3 feet of the rope each.
