The rule is take the in and divide by 30 or take the out and multiply by 30.

Basically just asking for a function. But in your case, a rule is just a repeating pattern or operation.

So if i put in 240 in this rule i get 8. if i put in 600 i get 20. Now we try to look for some pattern or rule.

Since the input is higher than the out, the rule must be something that decreases the input. Subtraction is unlikely given the difference in the numbers, but it could be division.

The first entry has 240 into 8. this is 240/30. The same is true for 600.

So the rule is to divide the input by 30.
