A: He would earn the most amount of money with the 3rd arrangement.

1st arrangement:

2nd arrangement:
1+2+3+4+5+6+7+8+9+10=55

3rd arrangement:
0.1+0.2+0.4+0.8+1.6+3.2+6.4+12.8+25.6+51.2=102.3
