Change  into  by multiply the base to the denominator ( 3×3= 9), add that number to the numerator (9+1= 10), and keep the denominator.
So with , the way to do it is KEEP CHANGE FLIP or KEEP CHANGE RECIPROCAL.
Keep the first fraction
Change division sign to multiplication sign
Flip the second fraction, which changes to 
The equation after that step now is 
Multiply across from the numerator to the other numerator and multiply to denominator to the denominator and you will get , which simplify to 4 and 4 is your answer
