A freeway is being designed in level terrain. The freeway is being designed with design speed of 60 mph. The design speed is expected to be the free flow speed when the freeway opens. Assume that the lanes are 12-ft in width and that there are no lateral obstructions within 6-ft of the roadway. Ramps on this freeway will be spaced 2 miles apart. The expected AADT is 52,000 vehicles with 11% arriving in the peak hour period. A directional split during the peak hour period is expected to be 55% in the heaviest direction. Based on similar freeways in the area, the PHF is expected to be 0.960. Approximately 10% of the vehicles are heavy vehicles (trucks, buses and RVs). The roadway, when open, should operate at an LOS no worse than C. What value should be used for the heavy vehicle factor (give to the nearest 3 decimal places)
