Chang - hyung collected rust which is basically iron oxide formed by the the reaction of Iron with moisture or air,

And since Iron is a metal, it will form a basic oxide when reacts with oxygen, and when added in water it shows properties like a base, and we know a base turns red litmus paper into blue, so the following observations will be shown :

a.) observation :

=》when treated with red litmus paper, it will change it's color to blue.

=》when treated with blue litmus paper, no change will occur.

b.) conclusion :

The nature of suspension will be basic since metal oxides are basic in nature.
