To calculate tax you have to do [cost of item] * [percentage as a decimal] = [tip]

This really isn’t hard, let’s set up the problem;

25% as a decimal is equal to .25
(Drop the percent sign [there’s an imaginary decimal at the end of every number] and move the decimal 2 to the left)

25.23 * .25 = 6.3075

Rounded would be $6.31

25.23 + tip

25.23 + 6.31 = $31.54

The total amount of the meal is $31.54
