The whole numbers are the counting numbers (1,2,3,…) and 0. The fractions are the numbers that can be written in a/b form providing that b is not 0. So you can see that the fractions include the whole numbers.

Also, the fractions are a dense set. In other words there is a fraction between any two fractions. But the whole numbers are not dense. In other words there is no whole number between 2 and 3, for example.
