"From 2011 to 2021 the population of the city will increase by
the same percentage as from 2001 to 2011"

population increase from 2001 to 2011 = 480 000 - 420 000
= 60 000
population in 2021 = 480 000 + 60 000
= 540 000
Does the population of 540 000 match his claim?
