Y=-5 is just a horizontal line or flat in going thought -5 on the y-axis. Part B start your line at the y-axis point at -2, then use the rise over run method. Since 3 is the same as 3 over 1, you are rising 3 units on the y-axis and moving 1 unit on the x-axis. Connect the first point you drew at (0,-2) then draw a line to your second point which should be (1,1). Then draw a line through both of those points, and where ever the two line meet up it your point of intersection.
