15. The way I solved it is by using Proportions. 60 is under x ( the variable for your answer) and 25% would be over 100. Solve that by multiplying diagonally and dividing 100. You get 15. 

25% of 60
25% = 1/4
1/4 of 60 = 15

15 students have brown eyes.

Think of it as five or above give it a shove. change the 5 or above to the right to a zero and add one to the number on the left.
