The information that is given:
x:  7     8     9 
y:  28   32   36

shows us that to find the second value (y), you would multiply the x value by 4.

If the numbers are 1, 2, and 3 the new information would look like this:

x:  1    2    3
y:  4    8    12 

The ordered pairs with this information would be:

(1,4), (2,8), and (3,12)

To plot these points, you will begin at the origin (0,0) or the point where the 2 axes/number lines cross).  From here you will move to the right (as far as the 1st number says) on the horizontal number line.  Then you will move up the number of places the 2nd number says.

Always return to the origin before plotting the next ordered pair.
