I don't see what the hemisphere has to do with the problem. If it is somehow attached to the water pipe, I don't see how the water gets out. Oh, maybe that's the point, the water doesn't get out. This is a container of some sort. I'll do it with and without the hemisphere.

Step One
Find the volume of the pipe.
V = pi r^2 h
V = ???
r = 1 inch
h = 30 inches.
V = 3.14 * 1^1 * 30 
V = 94.2 in^3. 

Step Two
Find the volume of the hemisphere.
pi = 3.14
r = 1
V = 2/3 pi r^2
V = (2/3) *3.14 * 1^3
V = 2.093 in^3

Answer
Volume = 94.2 + 2.093 = 96.29 in^3 with the hemisphere.
Volume = 94.2 without the hemisphere
