Welll for one the government has moved towards getting rid of fruit flavored vapes by banning them here in the US. As well as the government increasing the age to purchase nicotine products federally.  Now this is currently a small think but I think for the teens that are not truly addictied to nicotine this will stop them from using it. Though I think the truly addicted ones will continue no matter the taste. I mean an obvious action would be to ban them overall.
