This is because the potential energy is being stored right before you cause this object to move. Then, right after you have just caused the object to move, the potential energy and kinetic energy will be the same because it is partially moving, and still partially stored energy because you have only JUST put that object into motion. Then, as it starts going into full motion, there is no more stored energy/potential energy and only kinetic energy. Then, as the object starts slowing down, the kinetic energy decreases because the object is about to stop moving. Because it only just stopped moving, the kinetic energy and the potential energy will be the same. Finally, as it stops moving completely, you are right back where you started when the object has fully stopped moving and is now only potential energy. It basically all just goes in a cycle.
