If you want to search and follow people, click the bell symbol on the top right of your screen near your profile picture and you'll see 3 options. The third one is like the people symbol and you click that and you see a search bar. Search a profile to follow. For all I know, you have to go to their profile and click the person and plus together symbol to friend and it'll automatically follow and you can unfriend them and still follow, but you aren't their friend anymore.
