The vinegar, used to neutralize the chemical burns, was poured from a bottle onto the burn. it was able to be poured because it is a a phase of matter that allows molecules to move past each other while still keeping the molecules close together.

In Solids, particles are tightly bound to each other due to high inter molecular forces of attraction and thus are not free to move.

In liquids, particles are less tightly bound due to less inter molecular forces of attraction and thus can move past each other while still keeping the molecules close together and thus called as fluids.

In gas, particles are loosely bound due to least inter molecular forces of attraction. The particles can also move past each other and are also called as fluids but the particles are not close.
