From graph we can see that at low temperature ice cream consumption per person is less

it means few person buy ice cream in low temperature season

but as temperature increases number of person who consume the ice cream increases and that gives number of ice cream consumption per person is greater.

because if the tool that you are using is not balanced it there would be false mass.
