The creation of a public policy is influenced by individual citizens, interest groups, legislators, political parties and media organizations. The individual citizens and interest groups play a similar role in the creation of a public policy because they are the ones in actual need of the policy, so the problem only got to the agenda because of these groups. The legislators are the ones who actually create the policies, they are envolved in the whole creation process.
