A regulatory agency that attempts to limit risk in the banking system is OCC. The full form of OCC is Office of the Comptroller of Currency. It is actually an independent bureau that falls under the United States Department of the Treasury. The OCC checks all the things to determine whether the bank is following all the rules and is in a healthy condition.
