A primary goal of debates is to help voters understand public policy.  Public policy are the principles in which society laws are based on. These laws are usually unwritten, unspoken laws but are reminded when debates are taking place. Those involved in the debate speak on behalf of the laws and what they are going to keep the same or try and change during their term.

the united states has a federal government. the president is the head of the federal government of the united states. however, each state forms its government for administration purposes. the powers of the state governments are exercised within restricted state boundaries. and citizens participate in this government by voting.
