It can be decribed as a desire  to rebuild the country quickly and without ill feelings following the war. The southern states were not punished for their secession attempt.They were only required to abolish  slavery in compliance with the 13th Amendment to the Constitution , swear loyalty to the Union and pay off war debt. Apart from this, they were free  to rebuild themselves and by 1870, all of the former Confederate states had been admitted to the Union.
