At the state and the federal government the process of law-making is quite similar: a congress representative proposes a law, that is examined by a committee and if it passes this examination it is submitted to the floor for its debating and/or amendments and then it is voted upon by the first chamber. If approved, it will go through the same process in the second chamber.  A local law is the law of a local government, a municipality. The lawmaking process for these laws is quite different. Local laws are called ordinances and their lawmaking process is the following:

-A local politician, a private citizen (through a public petition), a council or a board will propose a new local law.

-A city council or the special committee will propose the law.

-The law will be discussed and modified and sent back and forth between the city council and a specialized committee.

-Readings of the law and public hearings in which local citizens can discuss and criticize or support the law will be held.

-After such hearings and final discussions the law will be voted and if approved it will be officially adopted (in some places the major has to approve it as well).

State and federal lawmaking does not include public hearings with regards to laws since it is considered that congresspersons are there to do that on behalf of their constituents as their elected representatives.
