Why was the 18th amendment repealed by the 21st amendment? the states that ratified the original amendment were misled about its contents. it interfered with the implementation of a handful of executive orders. the supreme court later ruled the 18th amendment unconstitutional. it was unpopular with a majority of americans and also difficult to enforce.
