When we consent to be governed by voting for our congress and president; and accepting election results, do we give/surrender our natural rights?

Well your vote counts but majority wins, you might not agree with the person who’s won but all counts are final. That’s why it’s best to vote for someone who is qualified to run congress/office  so you’ll have to deal with it and if you don’t, you’ll  always have the right to protest.

an informal structure in a bureaucracy would be something like so-called "office politics". where there's a formal structure set up for the organization, but then an informal subculture as well that has a way of organizing the bureaucracy further. this can be positive because it sets up an added degree of organization, albeit informal, within the bureaucracy.
