Can an amendment be proposed by 2\3 of the house of representatives?

 - Congress can propose an amendment by 2/3 votes in both houses senate/representatives. The Legislature of 2/3 of states ' 34 out of 50 ' can ask Congress to call a national convection to purpose an Amendment .
