When the bill reaches the floor of the Senate, there are specific rules which govern the debate on legislation. These rules define the conditions and amount of time allotted for the debate.

Now the legislature will follow the concurring vote procedure.In the Senate, a concurrent resolution is usually nominated which is used for the matters affecting the proceedings of both houses.

However, concurring vote does do not refer to the President for his signature nor enforceable by law.
